The problem is you’re using Internet Explorer
It’s probably an issue with your flash, make sure you have Flash 10. You may have to reinstall it.
I just checked on my copy of IE, didn’t see it

Try using Firefox
So does that pop up or does it appear as the background loads? Try adding an “s” to the http part of the web address (to make https)

It pops up after I move my mouse over a link, which that page is filled with, and I don’t know how to use Firefox.

Hmm, still doesn’t happen for me. Strange…
If you can use IE, you can use FireFox. Once you get used to FireFox, you can download extensions (for free) that make FireFox much better. For instance, I have Adblock installed on mine and so I barely see any banner ads at all. Once you go to FireFox, you won’t use IE unless you have to (for Java stuff for instance, although there’s probably an extension for that)
And no, I don’t work for Mozilla
